Contract Manager - Waters Operations and Maintenance
We are seeking a highly skilled and motivated Contracts Manager to oversee our Waters Operation and Maintenance Contract(s). This pivotal role supports our growth strategy and requires a detail-oriented professional with deep expertise in contract management, negotiation, and compliance.
About the role
As Contract Manager - Waters Operations and Maintenance, you'll be responsible for ensuring the effective delivery of water, wastewater, and stormwater services across the Whangārei District. This includes managing multimillion dollar value operations and maintenance contracts (and others as needed), overseeing compliance with contractual standards, and supporting capital works projects. You'll act as the primary point of contact for contractors, monitor performance, mitigate risks, and drive process improvements to ensure service continuity and value for our community. Collaboration is key—you'll work closely with internal teams and external stakeholders to deliver outcomes that align with Council's values and long-term goals.
You will also lead process improvement initiatives, including adoption of Project Lifecycle Management (PLM) tools, and support audits and contract close-out activities to ensure compliance and efficiency.
In everything you do, you'll champion Whangārei District Council's tikanga and a customer-first approach, ensuring strong relationships with stakeholders. Civil Defence Emergency Management responsibilities are also part of this role, contributing to resilience planning and response.
About you
We're looking for an experienced contract management professional with a strong understanding of the waters sector and New Zealand contract standards. You'll bring:
- A tertiary qualification (engineering preferred) or relevant certifications
- At least 10 years' experience managing complex contracts in New Zealand or similar environments
- Expertise in NZS3917, NZS3910, and subcontract types, with solid knowledge of contract law and compliance
- Proven negotiation, analytical, and organisational skills, with the ability to manage multiple priorities
- Excellent communication and stakeholder engagement skills
- Proficiency in Microsoft Office and familiarity with contract management systems
- New Zealand citizenship or permanent residency
